Oman has, in cooperation with UNCTAD, elaborated a National Science, Technology and Innovation Policy Review (STIP). Following the adoption of the STIP and in order to avoid ad hoc activities, it was jointly agreed during a meeting held at the Permanent Mission of Oman, and followed by a meeting between the Director General and His Excellency Dr. Hilal Al-Hinai, on May 16, 2014, to task Mr. Ron Marchant who has been several times to Oman, to elaborate an IPDP for Oman. Although Oman has largely benefited from several development activities, the absence of a strategic planning, as well as the weakness of the institutions in charge of IP, has not allowed the country to achieve the targeted objectives. Therefore, Mr. Marchant, who has in the past assessed the industrial property status in Oman and has had during previous missions the opportunity to discuss with a large number of stakeholders, will be tasked to elaborate an intellectual property (IP) development plan. This plan will outline a set of measures and actions that will enable the setting of an effective intellectual property system capable of the creation, development and management of IP as a tool for development, and support the implementation of the recommendations for the STIP in the field of intellectual property in the country. The assignment will be carried out from August 1 to 15, 2014, on the basis of the attached Terms of Reference (ToRs). |
