Title: We have received a letter from Ms. Daniela Bobeva, Deputy Prime Minister for Economic Development of Bulgaria (copy attached), informing us that the Bulgarian Government has started preliminary consultations for the elaboration of a National Intellectual Property (IP) Strategy. Further in her letter she requested WIPO for a support and qualified expertise regarding the frame and the content of the Strategy by organizing a pilot mission to Sofia, in order to hold meetings with the most relevant government officials and ministers at which meetings the strategy and the purpose should be discussed. One of the main objectives of WIPO is to provide competent technical advice, efficient services and coordinated assistance in addressing country’s specific needs for capacity building in IP, with the view to enhance the development of IP strategies and their inclusion in overall national development plans. We have already the experience with providing assistance in developing of National IP Strategies to other countries in transition like Croatia, Romania, Serbia and The former Yugoslav Republic of Macedonia. In the framework of the special Project for Evaluation of the IP Strategies in Countries in Transition and more specifically in order to better improve WIPO support for the development and implementation of such strategies in countries in transition I propose to send one TDC staff to Sofia in the period of February 17 and 18, 2014, with the requested objectives. Bulgaria has adapted a National Innovation Strategy in 2004 which has not been implemented until now. At the same time the funding of innovation and research and development (R&D) in Bulgaria has not been guided by any consideration of long term sustainability. The National Innovation Fund, is de facto non-operational with the only working state financial instrument in the area of innovation being the National Science Fund.
