1. Reference is made to recent communications with the office of Daren Tang, Chief Executive Officer IPOS, Singapore, and chair of the Standing Committee on Copyright and Related Rights (SCCR). Mr. Tang has expressed the wish to convene an exceptional informal intersessional meeting of the Group of the “Friends of the Chair” on the issue of broadcasting.
2. Given the current momentum in the broadcasting discussions, the objectives of the meeting will be to brainstorm on possible ways to make progress on the draft treaty on the protection of broadcasting organizations in view of the upcoming WIPO General Assembly and the 40th session of the SCCR which will be held in October.
3. The Friends of the Chair Group includes the following delegations:
- United States
- European Commission ( to be joined by EU presidency, which will be Finland as the 1st of July)
- Japan
- Korea
- Kenya
- Argentina
- 2 SCCR Vice Chairs
4. The meeting will be hosted by the Permanent Mission of Singapore, in Geneva. It is proposed to hold the meeting on July 11 and 12, 2019, in agreement with all participants.
5. It is proposed to finance the participation of the following representatives to the meeting: two vice chairs from Senegal and Poland (Mr. Dieng and Mr. Labody), the representatives of Argentina (Mr. Schotz) and Kenya (Mr. Oira).
6. The representative of Argentina, Mr. Schotz, will be flying to Geneva from Santo Domingo where he will be participating in the Regional Seminar for the Latin American and Caribbean Group on Libraries, Archives, Museums, and Educational and Research Institutions in the Field of Copyright, taking place in Santo Domingo, on July 4 and 5, 2019. The nights of July 7 to 9 will be funded by Mr. Schotz, with no additional costs for WIPO.
