We refer to the attached request of July 27, 2018, from Mr. Safet Emruli, Director, State Office of Industrial Property (SOIP) requesting the support of the World Intellectual Property Organization (WIPO) in evaluating the action plan of the National Strategy for Industrial Property 2016-2018 of the Republic of North Macedonia; and the positive response from the Director General to the same by letter of October 3, 2018 (copy attached). We have since then engaged with the SOIP in determining the next steps. Hence we propose that the work towards evaluating the IP strategy proceeds in the following manner:
1. Assessment mission to Skopje on June 17 to 19, 2019, in order undertake consultations and in-depth discussions with IP Office and other relevant governmental and non-governmental officials, authorities and stakeholders involved in the IP strategy implementation; the understanding gained in this manner will form the basis of the Evaluation Report;
2. Prepare the Evaluation Report of the National Industrial Property Strategy Implementation in North Macedonia for 2016-2018;
3. Validation stage – The Evaluation Report will be presented to SOIP and, through them, to the other stakeholders for their consideration or to all the stakeholders at a meeting organized for that purpose at the end of the project.
It is proposed that the above work be undertaken with the assistance of one international expert and one local expert. Following discussions and different proposals presented to North Macedonia, Mr. Ron Marchant, European IP Expert, United Kingdom who already had several expert missions in the country and has also contributed to the project on the evaluation of the IP strategy in the TDC countries, was selected by the country.
Mr. Marchant has agreed to undertake this project. A draft contract with Mr. Marchant and his CV are attached. It is proposed that we offer a total amount of Sfr. 4’000 to Mr. Marchant which will not include the costs o |
