WIPO has a very good collection of industrial property statistics but lacks data on the creative economy. WIPO and the International Publishers Association (IPA) have partnered to compile global publishing industry data and thus broaden WIPO’s data collection. A new survey was launched in 2017 to collect data from national publishers associations and copyright authorities and was revised in 2018 with new guidelines designed to achieve methodological improvements. The results of the survey were used among other things as the basis for the creative economy section of the World Intellectual Property Indicators 2018. The response rate to the survey has been disappointing and declining, with 35 respondents providing data in 2017 and only 28 in 2018. Moreover, the reporting methodology used by the responding national publishers associations and copyright authorities is inconsistent, which has an impact on the quality and comparability of the survey data. It is hereby proposed for the Economics and Statistics Division (ESD) to organize a one and a half day technical workshop with participants from national publishers associations and copyright authorities with the aim of addressing the abovementioned issues. In particular, participants would: (a) identify different data sources; (b) discuss different methodological approaches; (c) seek feedback on WIPO’s survey and validate the data collected so far; and (d) develop a strategy to improve the coverage and the quality of publishing industry data. |
