Title: Study visit on IP enforcement issues in the digital environment (including site-blocking) for officials of the Ministry of Culture of Lithuania and the Lithuanian Radio and Television Commission to the United Kingdom
Description: In his letter of November 12, 2018, Mr. Gytis Andrulionis, Vice-Minister, Ministry of Culture of the Republic of Lithuania requested the World Intellectual Property Organization (WIPO) to assist Lithuania in the development and implementation of a project on increasing the effectiveness of the copyright protection in Lithuania, in particular in relation to the digital environment.
WIPO’s commitment to assist Lithuania in this endeavor was confirmed in the letter dated December 12, 2018 (copy attached), from the Director General to Mr. Andrulionis.
On November 27, 2018 further discussions took place between WIPO (Ms. Halgand, Head, Section for Central European and Baltic States and Mediterranean Countries, Department for Transition and Developed Countries (TDC) and Mr. Dillon, Legal Counsellor, Strategic Assistance and Awarness, Building Respect for Intellectual Property (IP) Division (BRIP)) and Ms. Gabriele Vorobjoviene, Adviser of Media and Copyright Policy Unit, Ministry of Culture regarding the detailed next steps for the projects. Further to that discussion, H. E. Ms. Liana Ruokytė-Jonsson, Minister for Culture of Lithuania, in her letter of December 7, 2018, sent to WIPO the draft cooperation plan regarding the project, with the new name Pilot Project Building Respect and Increasing the Value of Copyright in Lithuania.
It should be noted that the objective and elements of the proposed project are in line with the WIPO report on Recommendations on Issues that may be considered in Developing an Intellectual Property Strategy for Lithuania, sent to the Government of Lithuania on August 3, 2018.
