In his letter of November 27, 2012 (copy attached), Mr. Mykola Kovinia, Chairman, State Intellectual Property Service of Ukraine (SIPS), requested the World Intellectual Property Organization (WIPO) to assist SIPS in organizing visits of the experts from the patent offices of Japan and Israel to Ukraine for training patent examiners of the Ukrainian Institute of Industrial Property which intends to acquire the status of the International Searching Authority (ISA) and International Preliminary Examining Authority (IPEA).
