Establishing IP Training Institutions

The WIPO Academy supports member states in establishing self-sustaining intellectual property institutions to address the local demand for IP knowledge and skills.

Can I establish a WIPO Academy IPTI in my country/region?

A WIPO Academy IPTI can only be established by an official government authority, typically a national intellectual property office. If you are a representative from such an authority, please refer to this section. If you are not associated with a governmental institution, we invite you to reach out to the national authorities in your country.

How are IPTIs developed?

The WIPO Academy offers two main tracks of support for setting up an IPTI. The process of establishing an IPTI is always tailored to partner-specific needs regardless of the track chosen.

Creating new IPTIs

The first approach is a two-year project that culminates in the establishment of a new training center including a training library, pilot training activities and an online presence. This project includes:
  • 3-4 module training of trainers program
  • Business plan
  • Curricula development of future courses
  • Establishing an IPTI library
  • Pilot training activities
  • Digital presence development.

Enhancing existing IP training services

The second track is for member states with existing IP training capacities that need support with upgrading and consolidating their IP skills-building services through a one-year project, which includes:
  • 1-2 module training of trainers program
  • Business model to enhance existing education services
  • Courses revision and technical / content update
  • Joint programs
  • eLearning management.

How to establish a WIPO Academy IPTI?

Government authorities from developing countries, least-developed countries and countries in transition interested in setting-up an IPTI should:
  1. Send an official request for an IPTI to WIPO Academy.
  2. Undergo preparatory work for the IPTI including needs and viability assessments.
  3. Formalize the cooperation with the WIPO Academy through an agreement.
  4. Cooperate on the project implementation with WIPO Academy, and contracted experts.
