Bifreiðasali skal, áður en gengið er frá afsali notaðs ökutækis, greina kaupanda með sannanlegum hætti frá þeim rétti hans að láta óháðan aðila meta ástand ökutækis, svo sem faggilta skoðunarstofu eða faggilt skoðunarverkstæði. Sé höfundaréttur fallinn niður eða fénu verður ekki ráðstafað rennur það til starfslauna handa myndlistarmönnum. Menntamálaráðherra getur sett nánari reglur um ráðstöfun gjaldsins að höfðu samráði við Samband íslenskra myndlistarmanna.
