The Consumer Protection Rules, 1987 are issued by the Central Government pursuant to subsection (1) of section 30 of the Consumer Protection Act , 1986.
Key provisions of the Rules include rule 3 establishing the Central Consumer Protection Council and the Working Groups; rule 9A prescribing the fees for making complaints before District Forum; and rule10 laying down additional powers of the National Commission, State Commission and District Forum.
Section 1(2) of these Rules states that they shall come into force on the date of their publication in the Official Gazette, which is on April 15, 1987.
