In the enforcement area, it prescribes the concept of landlord liability under which a landlord or the manager of a building is liable to criminal penalties if they know that a tenant carries out copyright-infringing activities and gives the Ministry of Communication authority to remove copyright-infringing websites.

The Law also introduces mandatory mediation and arbitration procedures for certain types of copyright infringement, extends the scope of acts liable for criminal enforcement, and increases the level of criminal sanctions.
