The Director General of the World Intellectual Property Organization (WIPO) presents his compliments to the Minister for Foreign Affairs and has the honor to notify him of the deposit by the Government of the United States of America, on September 14, 1999, of its instrument of ratification of the WIPO Performances and Phonograms Treaty, adopted at Geneva on December 20, 1996.
The said instrument of ratification contains the following declaration: "Pursuant to Article 15(3) of the WIPO Performances and Phonograms Treaty, the United States will apply the provisions of Article 15(1) of the WIPO Performances and Phonograms Treaty only in respect of certain acts of broadcasting and communication to the public by digital means for which a direct or indirect fee is charged for reception, and for other retransmissions and digital phonorecord deliveries, as provided under the United States law."
The date of entry into force of the said Treaty will be notified when the required number of ratifications or accessions is reached in accordance with Article 29 of the said Treaty.
