I do not currently, nor do I plan to hold a commercial domain name. I am not, nor have I been involved in any dispute over domain names or addresses. I am writing as a user of the Internet and an Information Systems professional.

I would like to see a means of arbitration established for resolving disputes over domain names which would be much faster than traditional courts systems. These matters are not as critical as those addressed in courts and should not require as much deliberation. I urge you to establish an administrative rules process with a single course of appeal to a committee or panel.

I believe the process should take into account the ownership of trademarks, brand names, and intellectual properties, and the value such marks have for their owners. Also, for many in the Internet community at large it is confusing to have domains with familiar names which are not related to the companies which own the namesakes. I also find it inherently unjust that on the Internet people may do what is forbidden in any other forum, namely usurping the prerogatives of the owners of trademarks, brand names, and intellectual properties.

Therefore I urge WIPO to develop a means of resolving these disputes in a very quick fashion, with an equaly quick (and final) appeal process. This process should emphasize the rights of the original name owners and the potential for confusion among Internet users.

As a simple user, these are my concerns.
