Integration of the WIPO International Patent Drafting Training Program in Member States
In order to support an adequate regulation of patent professionals in member states, WIPO provides a mechanism that facilitates integration of the WIPO International Patent Drafting Training Program in a national/regional patent qualification and/or training system.
Recognition of the WIPO certificate awarded upon completion of the Program is based on a Memorandum of Understanding (MoU) between WIPO and the interested intellectual property (IP) office.

Integration of the Program in national systems is currently underway in several countries. For detailed information please contact the national competent authority.
Which countries may benefit from integration of the Program?
All countries in which there is a growing interest in the patent profession and a need for improving the training of patent drafting experts may benefit from integrating the WIPO International Patent Drafting Training Program in a national/regional patent qualification and/or training system.
In particular, the integration of the Program may be beneficial in:
- countries with limited local expertise to draft patent applications and yet facing an increase in the filing of patent applications;
- countries that seek quality service of patent professions, in particular on drafting patent applications;
- countries that lack patent drafters having scientific or technical background; and
- countries that seek cooperation and partnership with a well-recognized organization with regard to training and qualification of patent agents.
How can the Program be integrated?
Member states may decide how the Program will be integrated in their respective national professional qualification or training programs, and how the certificate awarded by WIPO can be recognized in their programs.
There are many ways to integrate the Program. For example, a WIPO Certificate may:
- be a prerequisite for becoming a national patent agent/professional;
- provide a number of credits required to become a national patent agent/professional;
- be an obligatory educational program for national patent agents/professionals;
- provide a number of credits required within an obligatory educational program for national patent agents/professionals; or
- provide a professional title that recognizes the expertise in patent drafting.
