Declarations made upon accession: "1. In accordance with article 5 paragraph 3, the Republic of Azerbaijan declares that it will apply the criterion of the first publication place of phonograms. 2. In accordance with article 6 paragraph 2 the Republic of Azerbaijan declares that it will apply national regime to broadcasting organizations only if the headquarters of that broadcasting organization is situated in another Contracting State and the broadcast was transmitted from a transmitter situated in the same State. 3. In accordance with article 16 paragraph 1 sub-paragraph iii the Republic of Azerbaijan declares that it will not apply article 12 as regards phonograms the producer of which is not a national of another Contracting State."
