Organization of the Special Control Service (S.C.S.) of the Ministry of Economy and Finance THE PRESIDENT OF THE HELLENIC REPUBLIC

Article 1

Form, subordination and Organization of the Special Control Service (S.C.S).

The Special Control Service (S.C.S.) isa Service of the Ministry of Economy and Finance, subordinated directly tothe Minister of Economy and Finance, and managed by a dismissible Special Secretary (article 30 par. 1 l. 3296/2004).

CHAPTER Α MISSION, DUTIES AND MAIN STRUCTURE OF THE S.C.S.

Article 2

Mission, dutiesand main structure.

2. The S.C.S hasthe dutiesprovided in paragraphs2, 4, 5 and 6 of article 30, l. 3296/2004, and more specifically:

Proceedsto:

[…] k) Controlsaiming at the prevention of and fight against economic crime (falling under the jurisdiction of the S.C.S) regarding issuesof a special nature or having a particular economic interest for the Greek State, the national economy and the European Union (E.U.), referring manly to:

Supplies, financing activities, loansand gamesof chance. Intellectual property rights, trademarksand similar commercial rights. Forgery of money, titlesand securitiesof the Public State.

Illegal stock exchange, banking and financial transactions. Frauds, irregularitiesand illegal economic activitiesagainst the economic interestsof the European Union (par. 2, section a, article 30 l. 3296/2004) […].

ARTICLE 9: DIRECTORATE OF SPECIAL AFFAIRS

  1. The Directorate of Special Affairsplansand coordinatesthe controlsthat are conducted by the Regional Directoratesof the S.C.S for the prevention of and fight against economic crime, falling under the jurisdiction of the S.C.S, for issuesof a particular nature or having an economic interest for the Greek State, the national economy and the European Union (E.U.).
  2. The Directorate of Special Affairsisstructured in the following Departments: a) Department Α, Community and National Subsidiesand Grantb) Department B, Special Economic Affairc) Department C, Informatics, Electronic Commerce and Electronic Crime.
  3. The Directorate of Special Affairshasthe following duties, distributed among the Departmentsasfollows:

b) Department B, Special Economic AffairThe dutiesof the Department isthe onesset out in par. 3, section a, (Department of Community and National Subsidiesand Grants) in respect of:

Fraudsand irregularitiesagainst the economic interestsof the Hellenic Public Domain and the

national economy in general. Forgery of the national currency and other currenciesor titlesand securitiesof the public domain, and any other violation of the law on the national currency.

Illegal financial and banking businessand illegal financial contracts, transactionsand activitiein general. Gamesof chance and casinos.

Rightsof intellectual property, license, trademark, and other similar rights(l. 2121/1993 Α 25).

Illegal sourcing of private fundsand legalization of income from criminal activitiesfalling under l. 2331/1995 (A 173).

Other casesof illegal activities, omissionsor irregularitiesof a special nature or of a particular economic interest against the interestsof Greece, that fall intothe dutiesof the S.C.S. and are controlled by the Directorate of Special Affairsupon decisionsof the Minister of Economy and Finance that are issued by delegation of article 30, par. 9, l. 3296/2004).

Cooperateswith the competent Authoritiesand bodies, aswell aswith the competent Committee of l. 2331/1995 “On the legalization of income from criminal activities”, regarding issuesfalling intothe dutiesof the Department.
