The Director General of the World Intellectual Property Organization (WIPO) presents his compliments to the Minister for Foreign Affairs and has the honor to notify him of the deposit by the Government of the Republic of Cuba, on November 20, 1996, of its instrument of accession to the Berne Convention for the Protection of Literary and Artistic Works of September 9, 1886, as revised at Paris on July 24, 1971, and amended on September 28, 1979, with the declaration that the Republic of Cuba avails itself of the faculties provided for in Articles II and III of the Appendix to the said Convention.
Furthermore the said instrument of accession contains the following declaration: "The Government of the Republic of Cuba does not consider itself bound by the provisions of Article 33(1) of the Berne Convention for the Protection of Literary and Artistic Works under which the International Court of Justice may be competent to hear any dispute between two or more countries concerning the interpretation or application of the Convention." The Berne Convention as revised will enter into force, with respect to the Republic of Cuba, on February 20, 1997. On that date, the Republic of Cuba will also become a member of the International Union for the Protection of Literary and Artistic Works ("Berne Union"), founded by the Berne Convention.
