The Director General of the World Intellectual Property Organization (WIPO) presents his compliments to the Minister for Foreign Affairs and, in accordance with the provisions of the Stockholm Act (1967) of the Madrid Agreement Concerning the International Registration of Marks of April 14, 1891, has the honor to notify him that the Government of the Union of Soviet Socialist Republics deposited, on March 15, 1976, its instrument of accession to the said Agreement as revised at Stockholm on July 14, 1967.
In the said instrument of accession, the Government of the Union of Soviet Socialist Republics, referring to Article 3bis of the said Act, notified the Director General that the protection resulting from the international registration shall extend to the Soviet Union only at the express request of the proprietor of the mark and, referring to Article 14(2)(d) and (f), declared that application of the said Act shall be limited to marks registered from the date on which its accession enters into force.
Furthermore, in the said instrument of accession, the Government of the Union of Soviet Socialist Republics made the following statement:
"The provisions of Article 14(7) are considered outdated and contradictory to the Declaration of the United Nations General Assembly on the Granting of Independence to Colonial Countries and Peoples (United Nations General Assembly Resolution 1514(XV) of December 14, 1960), proclaiming the necessity of bringing to a speedy and unconditional end colonialism in all its forms and manifestations." Pursuant to the provisions of Article 14(4)(b), the Stockholm Act of the said Agreement will enter into force, with respect to the Union of Soviet Socialist Republics, on the date indicated in its instrument of accession, that is, on July 1, 1976.
