The Director General of the World Intellectual Property Organization (WIPO) presents his compliments to the Minister for Foreign Affairs and has the honor to notify him of the deposit by the Government of the Republic of South Africa, on December 16, 1998, of its instrument of accession to the Patent Cooperation Treaty (PCT), done at Washington on June 19, 1970, amended on September 28, 1979, and modified on February 3, 1984.
The said instrument of accession contains the following declaration pursuant to Article 64(5) of the said Treaty: "the Republic of South Africa does not consider itself bound by Article 59 of the Treaty, and reserves to itself the option to refer any dispute either to arbitration or to the International Court of Justice."
The said Treaty will enter into force, with respect to the Republic of South Africa, on March 16, 1999.
