The Director General of the World Intellectual Property Organization (WIPO) presents his compliments to the Minister for Foreign Affairs and has the honor to notify him of the deposit by the Government of the Union of Soviet Socialist Republics, on December 29, 1977, of its instrument of ratification of the Patent Cooperation Treaty (PCT) done at Washington on June 19, 1970.
The said instrument of ratification contains the following reservation and declaration:
"The Union of Soviet Socialist Republics does not consider itself bound by the provisions of Article 59 of the Patent Cooperation Treaty, which concern the resolution of disputes arising from the interpretation or application of this Treaty."
"The Union of Soviet Socialist Republics deems it necessary to declare that the provisions of paragraph (3) of Article 62 of this Treaty, providing the Contracting States with the possibility of extending the effects of this Treaty to the territories for the external relations of which they are responsible, are outdated and contradictory to the Declaration of the General Assembly of the United Nations on the granting of independence to colonial countries and peoples (Resolution 1514 (XV) of December 14, 1960)." The said Treaty will enter into force, which respect to the Union of Soviet Socialist Republics, three months after the date on which it deposited its instrument of ratification, that is, on March 29, 1978.
The date of applicability of the provisions of Chapter II and the corresponding provisions of the Regulations of the said Treaty is the subject of a separate notification (PCT Notification No. 17).
