The Director General of the World Intellectual Property Organization (WIPO) presents his compliments to the Minister for Foreign Affairs and has the honor to notify him that, by the date until which it was open for signature (that is, May 25, 1990), the following States had signed the Treaty on Intellectual Property in Respect of Integrated Circuits, adopted at Washington on May 26, 1989:
- Ghana, Liberia, Yugoslavia, Zambia, on May 26, 1989;
- Guatemala on May 31, 1989; Egypt on December 5, 1989; China on May 1, 1990; India on May 25, 1990.

Any of the above listed States may become a party to the Treaty on Intellectual Property in Respect of Integrated Circuits by depositing an instrument of ratification, acceptance or approval. Any State which has not signed it and is a member of the World Intellectual Property Organization or of the United Nations and any intergovernmental organization which meets the requirements of Article 2(x) of the said Treaty may become a party to it by depositing an instrument of accession.
Instruments of ratification, acceptance, approval or accession must be deposited with the Director General of WIPO.
