Ratification was accompanied by the following declarations: "The fact that the Soviet Union is a party to the Nairobi Treaty on the Protection of the Olympic Symbol of September 26, 1981 -- of which Article 4 stipulates that the provisions of Chapter I shall, as regards States party to this Treaty which are members of a customs union, a free trade area, any other economic grouping or any other regional or subregional grouping, be without prejudice to their commitments -- shall not alter the relations of the Soviet Union with such unions, areas of groupings"; "The provisions of Article 5(2) of the Nairobi Treaty on the Protection of the Olympic Symbol, placing restrictions on the circle of parties to the Treaty, are contrary to the principle of the sovereign equality of States."
