The Director General of the World Intellectual Property Organization (WIPO) presents his compliments to the Minister for Foreign Affairs and has the honor to notify him of the deposit by the Government of the Kingdom of Lesotho, on June 27, 1989, of its instrument of accession to the Berne Convention for the Protection of Literary and Artistic Works of September 9, 1886, as revised at Paris on July 24, 1971, and amended on October 2, 1979, with the declaration that the Government of the Kingdom of Lesotho avails itself of the faculties provided for in Articles II and III of the Appendix to the said Convention.
Furthermore, the said instrument of accession contains the following declaration: "Pursuant to Article 33(2) of the said Convention as so revised, the Government of the Kingdom of Lesotho declares that it does not consider itself bound by the provisions of paragraph (1) of Article 33 of that Convention."
The Kingdom of Lesotho has not heretofore been a member of the International Union for the Protection of Literary and Artistic Works ("Berne Union"), founded by the Berne Convention.
The Berne Convention, as revised at Paris on July 24, 1971, and amended on October 2, 1979, will enter into force, with respect to the Kingdom of Lesotho, three months after the date of this notification, that is, on September 28, 1989. On that date, the Kingdom of Lesotho will become a member of the Berne Union.
In accordance with Article I (2)(b) of the Appendix to the said Convention as revised, the declaration of the Government of the Kingdom of Lesotho availing itself of the faculties provided in Articles II and III of that Appendix, having been notified after the expiration of the period of ten years from the entry into force (on October 10, 1974) of Articles 1 to 21 and the Appendix, shall be effective until the expiration of the current ten year period, that is, until October 10, 1994.
The Kingdom of Lesotho will belong to Class VII for the purpose of establishing its contribution towards the budget of the Berne Union.
