The Director General of the World Intellectual Property Organization (WIPO) presents his compliments and has the honor to notify the deposit by the Government of the People's Republic of China, on February 5, 2022, of its instrument of ratification of the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled, adopted at Marrakesh on June 27, 2013 ("Marrakesh Treaty").
The said instrument contained the following declarations:
- "In accordance with the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China, the Government of the People's Republic of China declares that the Marrakesh Treaty shall apply to the Hong Kong Special Administrative Region of the People's Republic of China and, pursuant to paragraph 4 of Article 4 of the Marrakesh Treaty, the Hong Kong Special Administrative Region of the People's Republic of China shall confine the copyright exceptions under that Article to works which, in the particular accessible format, cannot be obtained commercially under reasonable terms for beneficiary persons in the market."
- "In accordance with the Basic Law of the Macao Special Administrative Region of the People's Republic of China, the Government of the People's Republic of China declares that the Marrakesh Treaty shall not apply to the Macao Special Administrative Region of the People's Republic of China unless otherwise notified by the Government of the People's Republic of China."
The Treaty will enter into force, with respect to the People's Republic of China on May 5, 2022.
