The Director General of the World Intellectual Property Organization (WIPO) presents his compliments to the Minister for Foreign Affairs and has the honor to notify him of the deposit by the Government of the Socialist Republic of Viet Nam, on July 26, 2004, of its instrument of accession to the Berne Convention for the Protection of Literary and Artistic Works of September 9, 1886, as revised at Paris on July 24, 1971, and amended on September 28, 1979 (Berne Convention), with the declaration that the Socialist Republic of Viet Nam avails itself of the faculties provided for in Articles II and III of the Appendix to the said Convention.
The said instrument of accession was also accompanied by a declaration according to which, pursuant to Article 33(2) of the Convention, the Socialist Republic of Viet Nam does not consider itself bound by the provisions of paragraph (1) of Article 33 thereof.
The Berne Convention will enter into force, with respect to the Socialist Republic of Viet Nam, on October 26, 2004. On that date, the Socialist Republic of Viet Nam will also become a member of the International Union for the Protection of Literary and Artistic Works ("Berne Union"), founded by the Berne Convention.
