The Director General of the World Intellectual Property Organization (WIPO) presents his compliments to the Minister for Foreign Affairs and, in accordance with the provisions of the Paris Act (1971) of the Berne Convention for the Protection of Literary and Artistic Works of September 9, 1886, has the honor to notify him that the Government of the Republic of South Africa deposited, on December 23, 1974, its instrument of accession to the said Convention, as revised at Paris on July 24, 1971, with the declaration provided for in Article 28(1)(b) of the said Act to the effect that this accession shall not apply to Articles 1 to 21 and the Appendix.
Furthermore, the said instrument of accession contains the following declaration:
"In terms of Article 33(2) of the Convention it will not be bound by and [its accession to] the Paris Act of the Convention shall not apply to Article 33(1) of the Convention concerning the settlement of disputes by the International Court of Justice."
Pursuant to the provisions of Article 28(3) of the Paris Act (1971) of the said Convention, Articles 22 to 38 will enter into force, with respect to the Republic of South Africa, three months after the date of this notification, that is, on March 24, 1975.
