The Director General of the World Intellectual Property Organization (WIPO) presents his compliments to the Minister for Foreign Affairs and has the honor to notify the deposit by the Government of the Republic of Azerbaijan, on September 24, 2018, of its instrument of accession to the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled, adopted at Marrakesh on June 27, 2013.
The instrument contained the following declarations:
- "The Republic of Azerbaijan declares that the provisions of the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled shall not be applied by the Republic of Azerbaijan in respect of the Republic of Armenia in future; and
- "The Republic of Azerbaijan declares that it is unable to guarantee the implementation of the provisions of the Marrakesh Treaty to Facilitated Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled in its territories occupied by the Republic of Armenia (the Nagorno‑Karabakh region of the Republic of Azerbaijan and its seven districts surrounding that region) until the liberation of those territories from the occupation and complete elimination of the consequences of that occupation (the schematic map of the occupied territories of the Republic of Azerbaijan is enclosed.)"
The said Treaty will enter into force, with respect to the Republic of Azerbaijan, on December 24, 2018.
