The Director General of the World Intellectual Property Organization (WIPO) presents his compliments to the Minister for Foreign Affairs and has the honor to notify the deposit by Japan, on October 1, 2018, of its instrument of accession to the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled, adopted at Marrakesh on June 27, 2013.
The instrument was accompanied by the following declaration:
- "Pursuant to paragraph 4 of Article 4 of the Treaty, the Government of Japan will confine the limitations and exceptions under that Article, provided for in Japan's national copyright law, to works which, in the particular accessible format, cannot be obtained commercially under reasonable terms for beneficiary persons."
The said Treaty will enter into force, with respect to Japan, on January 1, 2019.
